Judges must be an example of integrity, impartiality, and independence because they are the foundation of our entire justice system. These are the qualities I will bring to the position of Judge of the Circuit Court of Cook County. As a former Victim-Witness Coordinator with the Cook County State’s Attorney’s Office, I empathized with the crippling loss of crime victims as they sought justice in our legal system. As a career public defender, I experienced the fear and hopelessness of the wrongfully accused.
Born to immigrants from the Philippines, my parents taught me the value of hard work. They balanced their need to assimilate to the American culture with their commitment to establishing their professional endeavors in medicine and engineering. In my career as a public defender, I gained experience trying the most serious felonies in a high volume setting. Through this experience, I am certain in my ability to manage a high volume court docket. I focused my career in helping the children of our nation’s first juvenile court. In that division, I developed a reputation as being one of the leading attorneys, authoring a practitioner’s manual on pre-trial motions for a leading continuing legal education program and lecturing on trial technique in Illinois and Wisconsin. I have been trained in complex litigation handling all types of forensic evidence including DNA, fingerprint, and drug identification cases.
I have strong ties to my community having volunteered with Brookfield National Little League, the Riverside-Brookfield Junior Bulldogs basketball program, FIRST robotics competitions, Lyons Township and Proviso Township Democratic Organizations, the West Suburban Democratic Club, and various bar associations. I am a proud member of the American Federation of State, County, and Municipal Employees Local 3315.
After receiving my undergraduate degree in Biology from the University of Illinois, Urbana-Champaign, I re-established my roots in Chicago’s western suburbs. I graduated from DePaul University College of Law in 1999, receiving the highest grade in International Protection of Human Rights. I am married to the former Maria (Theofanis) Mottlow and have two beautiful children Marlena and Alex who are third generation students at Riverside-Brookfield High School.
